Mileage Accuracy Check - When do you flag a rollback?

CARFAX flags two types of mileage discrepancies - Odometer Rollbacks and Mileage
Inconsistencies. Both are triggered when a more recent odometer reading is less
than an older reading. The difference is in the source of the readings and the
vehicle’s mileage history.
A "Potential Odometer Rollback" occurs when the readings are collected
by a DMV or other verified source. A "Mileage Inconsistency" occurs
when CARFAX analyzes the mileage history and can’t be certain whether
the discrepancy is an odometer rollback or a clerical error. In both cases,
CARFAX recommends you have the mileage verified by your dealer or a qualified
mechanic.
